Targeted False Data Injection Attacks Against AC State Estimation Without Network Parameters

State estimation is a data processing algorithm for converting redundant meter measurements and other information into an estimate of the state power system. Relying heavily on measurements, has proven to be vulnerable cyber attacks. In this paper, novel targeted false injection attack (FDIA) model against AC proposed. Leveraging intrinsic load dynamics in ambient conditions important properties Ornstein-Uhlenbeck process, we, from viewpoint intruders, design extract network parameters purely PMU data, which are further used construct FDIA vector. Requiring no relying only limited phasor measurement unit (PMU) proposed can target specific states launch large deviation Sufficient also developed. Various vectors attacking regions studied IEEE 39-bus system, showing that method successfully bypass bad detection attacks with very high probabilities.
